ترسیم الگوی چالش‏ های سیاست گذاری توسعه روستایی استان کردستان (با تأکید بر توان‎ افزایی و نقش‏ آفرینی در مسیر تحقق‏ پذیری سند راهبردی آمایش سرزمین)

چکیده

از پیش ­نیازهای مهم در ارتباط با تحقق سند راهبردی آمایش استان کردستان به ­عنوان سند مبنا و بالادستی توسعه این استان که متکی بر توان‏ های محیط طبیعی و انسانی واقع در نواحی روستایی است، شناسایی و برطرف نمودن چالش ‏های پیش ‏روی سیاست­ گذاری مطلوب توسعه روستایی در راستای افزایش توان نقش‏ آفرینی مؤثر در مسیر تحقق اهداف و مأموریت‏ های تعریف شده این سند است. در این راستا، پژوهش حاضر با ماهیتی کیفی و روش توصیفی- تحلیلی به گردآوری داده ‏های مبتنی بر مصاحبه ‏های نیمه‏ ساختارمند با عوامل و ذی‏ نفعان دخیل در عرصه توسعه روستایی و منطقه ‏ای استان (تعیین شده به روش هدفمند) پرداخته است. تجزیه و تحلیل داده­ ها پس از حصول به اشباع نظری با تکنیک تئوری بنیادی در راستای ترسیم الگوی پارادایمی، مبتنی بر شناسایی عوامل علی، محوری، زمینه ‏ای، مداخله‏ ای، راهبردها، پیامدها و در نهایت، ترسیم الگوی نهایی چالش‏ های سیاست­ گذاری توسعه روستایی استان با تأکید بر نقش ‏آفرینی در مسیر تحقق سند راهبردی آمایش استان انجام گرفت. یافته ‏ها با توجه به تعدد بازیگران، پیچیده‏ و درهم‌تنیده بودن صحنه گسترده عرصه‏ های توسعه روستایی و توسعه منطقه ‏ای و اسنادی با ماهیت فضایی به­ مانند سند آمایش نشان دادند که فاصله از سیاست­ گذاری توسعه منطق ه‏ای بر پایه مدیریت یکپارچه فضا (با تأکید بر سند راهبردی آمایش استان)؛ کیفیت نامناسب سیاست‏ های توسعه روستایی؛ اشکالات فرایند سیاست­ گذاری (مسئله ‏شناسی، تصمیم ‏سازی و تدوین سیاست‏ ها)؛ ضعف در حکمروایی روستایی و شناخت و ذهنیت نامناسب شخصی سیاست ­گذاران توسعه ‏ای مبتنی بر اصول منطقه ‏گرایی قدیم، سیاست­ گذاری خردگرا و بخشی ‏نگری به توسعه روستایی استان، مهم ­ترین چالش ‏ها در این عرصه هستند. لذا اصلاح فرایند، محتوا و کیفیت سیاست­ گذاری بر پایه منطقه‏ گرایی نوین، توسعه یکپارچه روستایی و خلق و ساماندهی فضای کمیاب توسع ه‏ای، لازمه اصلاح وضعیت نامطلوب موجود می ‏باشند. بر این مبنا، حرکت در مسیر ساماندهی فضای توسعه‏ ای استان و ساخت توسعه منطقه ‏ای پایدار مبتنی بر نقش ‏آفرینی نواحی روستایی در فضای جغرافیایی آن در چارچوب سند آمایش، نیازمند نگرش سیستمی، مدیریت یکپارچه و هم ‏افزا در ساختار و فرایند سیاست­ گذاری شبکه‎ای و ذی ‏نفع محورانه ‏خواهد بود.

strategies and consequences, and finally, drawing the final model of the policy challenges of the rural development of the province with emphasis on role-playing in the direction of the strategic document of the province. Considering the multiplicity of actors and the complexity and interconnectedness of the broad scene of rural development, regional development and documents with a spatial nature such as the land use document, the findings showed that the distance from the regional development policy based on integrated space management (with emphasis on the strategic document of land use province), inappropriate quality of rural development policies, problems of the policy-making process (problem analysis, decision-making and formulation of policies), inadequate knowledge and personal mentality of development policy makers and weakness in rural governance based on the old regionalism, rationalist and sectoral policymaking in the rural development of the province, the most important challenges and the necessity of reforming the process, content and quality of policymaking based on the new regionalism, integrated rural development and creation as well as organization of rare development space, are necessary to correct the existing unfavorable situation. On this basis, moving in the direction of organizing the development space of the province and building sustainable regional development based on the role of rural areas in its geographical space, requires a systemic vision and integrated, synergistic management in the structure and process of development policy.
