Abstract
Introduction
Rural industrialization is a key aspect of economic diversification in rural areas, but stakeholders in rural development have diverse perspectives on this process. This study examines the different ideological frameworks of rural development actors and how they influence policy and practice. The lack of cohesive strategies for rural industrialization has led to socio-economic disparities and cultural erosion in rural communities.
Materials and Methods
This research used Q-methodology to analyze the subjective perspectives of 17 key stakeholders, including policymakers and local leaders. Participants ranked 40 statements on rural industrialization, leading to the identification of four distinct mentalities through factor analysis.
Results and Discussion
Four mentalities were identified: Cultural Preservationists, Industrial Integrationists, Anti-Industrial Advocates, and Structural Reformists. The study highlights the challenges in translating recognition of rural-urban differences into effective policies, with a focus on the need for context-driven approaches.
Conclusions
The study emphasizes the need for consensus-building mechanisms among stakeholders, localized models for rural development, and institutional reforms to address policy fragmentation. Future research should explore how global trends impact rural development mentalities and strategies.
