It was an applied research, conducted in a descriptive-analytical method, relying on documents and desk studies and using Fuzzy and Gray Techniques. The statistical population included all the rural areas of Baneh County that were examined and analyzed under 59 components. The study results indicated a general deprivation of the county as a whole, so that even the most benefited sub-district in this county (with a factor of 0.35) was far away from a moderate normal level of development. The results also showed that the distribution of resources and rural facilities in the county did not follow any regular pattern and regulations, while the areas near the borders were even more deprived in terms of the rural development, compared to other studied areas. Finally, it was suggested that the indicators of communication, health, education and infrastructure, respectively, with the least amount of access in the county might be prioritized in planning policies. با توجه به استقرار حدود پنجاه درصد از جمعیت کشور در استان‌های مرزی، در کنار جایگاه ویژه نظام روستایی در توسعه ملی و نقش اثرگذار روستاییان در روند توسعه اقتصادی- اجتماعی سرزمینی، بررسی حاضر با هدف تبیین میزان توسعه روستایی در شهرستان مرزی بانه، در قالب یک پژوهش کاربردی  با روش توصیفی- تحلیلی، با تکیه بر مطالعات اسنادی- کتابخانه‌ای و با استفاده از شیوه‌های فازی و خاکستری به انجام رسید. جامعه آماری تحقیق شامل کلیه مناطق روستایی شهرستان بانه بود که در قالب 59 مؤلفه بررسی و تحلیل شد. نتایج نشان داد که در مجموع شاخص‌ها، یک محرومیت کلی بر شهرستان بانه حاکم است، به گونه‌ای که حتی برخوردارترین دهستان این شهرستان، یعنی دهستان ننور (با ضریب 35/0)، با سطح متوسط یک توسعه نرمال فاصله دارد. همچنین، توزیع منابع و امکانات روستایی در این شهرستان از هیچ الگو و قاعده‌ای پیروی نمی‌کند؛ هرچند، محرومیت توسعه نواحی روستایی نزدیک به نوار مرزی (دهستان‌های بله­که و پشت­اربابا) نسبت به سایر نواحی بیشتر است. در پایان، پیشنهاد شد که به‌ترتیب، شاخص‌های ارتباطی، بهداشتی، آموزشی و زیربنایی با کمترین میزان دسترسی در شهرستان بانه در اولویت برنامه‌ریزی قرار گیرند.  http://rvt.agri-peri.ac.ir/article_91777_5717b77dc9f76bb2de37ba51ea8a1624.pdf
