Negative rate of rural population growth is a <br />risk for rural planners and shows the importance of new perspective for rural <br />development in the EU. So, from the beginning of 21st century, there <br />has been a new attitude towards rural and agricultural development in member <br />states. Common Agricultural Policy (CAP), LEADER Approach and approved rural <br />development programs for 2000-2006 and 2007-2013 periods are among the main rural <br />development programs in this century. Coordination of rural development <br />programs in national level with high level of policy making for development of <br />rural regions in member states and conformity with the rules related to budget <br />of any sections of program are the most important attitudes of new rural development <br />landscape in the EU. In this article, we tried to survey the past and present <br />rural development planning system in member states, its future perspective as <br />well as effectiveness and importance of agricultural development programs in <br />rural development process.      <br /><br />  <br />  <br />    <br /><br /><br /><br /><br /><br /> 1. Msc Student in Geography and <br />Rural Planning, University of Tehran, Iran.     اتحادیه اروپا از قدیمی‌ترین پیمان‌های سیاسی در جهان است. سیاست مشترک کشاورزی، خط مشی لیدر و برنامه‌های مصوب توسعه روستاهای اتحادیه، برای<br />دوره‌های زمانی 2006-2000 و 2013-2007 و نیز چشم‏انداز توسعه روستایی در2020-2013 از جمله برنامه‌های اجراشده و در حال اجرای کشورهای اتحادیه در چشم‏انداز نوین برنامه‌ریزی توسعه روستایی است. در مقاله حاضر، پس از آشنایی اجمالی با اتحادیه اروپا، وضعیت گذشته و موجود نظام برنامه‌ریزی توسعه روستایی در کشورهای عضو، چشم‌انداز آینده آن و همچنین، میزان تأثیرگذاری و اهمیت برنامه‌های توسعه کشاورزی بر فرایند برنامه‌ریزی توسعه روستایی بررسی می‌شود. مشارکت و مسئولیت مشترک، خط مشی راهبردی، تکمیل‌کنندگی و انسجام، رویکرد پایین به بالا و تأکید بر شبکه‌سازی و در نهایت، توجه ویژه به تنوع اقتصادی در نواحی روستایی مهم‏ترین آموزه‌های توسعه روستایی در برنامه‌های اتحادیه اروپا در قرن 21 برای ایران به‌شمار می‌روند. http://rvt.agri-peri.ac.ir/article_59479_ff5f5e2ce61b0f814334c84f3982b770.pdf
