The Data were collected by semi-structured interviews and purposive sampling methods with 30 specialists, managers and experts in the field of nomads. The theory extraction and coding process was performed by MAXqda18 software. The study findings indicated that categories such as failure of previous projects, lack of attention to environmental sustainability, lack of attention to human capital, natural and ecological potential of nomadic areas, lack of socio-cultural pathology and lack of attention to upper-level documents as causal conditions affecting the development of the Zagros nomadic organization were identified; also, grounded conditions included categories such as lack of coordination in planning and implementation, lack of financial resources, cultural barriers, lack of specialized manpower, technological and natural barriers; meanwhile, constantly changing the pattern of life, lack of investment and marketing, disregard for the potentials in the region, implementation of parallel development policies and inconsistencies between the provinces of the Zagros area were also identified as intervening conditions. Besides, in order to develop the nomadic organization of the Zagros area, strategies such as decentralized and regional planning, participatory management system, local (tribe) management system, establishment of nomadic cooperatives, nomadic ecotourism and the creation of local markets were identified. Finally, it was found that the development of the Zagros nomadic organization would have consequences such as environmental sustainability, establishing social justice, permanent job as well as restoration of forest and rangeland ecosystems, food security and productivity among the studied population. Accordingly, the study findings can be exploited by the concerned policy makers, planners and managers while paying more attention to the nomads of the region in supporting decisions in order to achieve sustainable development. هدف از انجام تحقیق کیفی حاضر واکاوی راهبردهای توسعه سامان‏دهی عشایر حوزه زاگرس بر اساس نظریه زمینه‌ای بود. داده‌های پژوهش با مصاحبه نیمه‌ساختارمند و روش نمونه‌گیری هدفمند با سی نفر از متخصصان، مدیران و صاحب‌نظران حوزه عشایر گردآوری شد. همچنین، مراحل استخراج نظریه و فرآیند کدگذاری با بهره‌گیری از نرم‏افزار MAXqda₁₈ انجام شد. بر پایه یافته‌های پژوهش، مقولاتی چون عدم موفقیت طرح‌های پیشین، عدم توجه به پایداری محیط زیست، عدم توجه به سرمایه انسانی، طبیعی و توان بوم‌شناختی مناطق عشایری، عدم آسیب‌شناسی فرهنگی- اجتماعی و عدم توجه به اسناد بالادستی به‌عنوان شرایط علی مؤثر بر توسعه سامان‏دهی عشایر حوزه زاگرس شناسایی شدند؛ شرایط زمینه‌ای نیز شامل مقولاتی چون عدم هماهنگی در برنامه‌ریزی و اجرا، کمبود منابع مالی، موانع فرهنگی، کمبود نیروی انسانی متخصص، موانع فناوری و موانع طبیعی بودند. این در حالی است که تغییر مداوم الگوی زیست، عدم سرمایه‌گذاری و بازاریابی، بی‌توجهی به توان­های موجود در منطقه، اجرای سیاست‌های توسعه‌ای موازی و ناهماهنگی بین استان‌های حوزه زاگرس نیز به‌عنوان شرایط مداخله‌گر مشخص شدند. همچنین، به‌منظور توسعه سامان‏دهی عشایر حوزه زاگرس، راهبردهایی چون برنامه‌ریزی غیرمتمرکز و منطقه‌ای، نظام مدیریت مشارکتی، نظام مدیریت محلی(ایلی)، ایجاد تعاونی‌های عشایری، بوم‌گردی عشایری و ایجاد بازارچه‌های محلی شناسایی شدند. در نهایت، مشخص شد که توسعه سامان‏دهی عشایر حوزه زاگرس پیامدهایی از قبیل پایداری محیط زیست، برقراری عدالت اجتماعی، اشتغال پایدار، احیای زیست‌بوم‌های جنگل و مرتع، امنیت غذایی و بهره‌وری را در جامعه مورد بررسی به‌دنبال خواهد داشت. با استناد به یافته‌های پژوهش حاضر، ضمن توجه بیشتر به عشایر منطقه در حمایت از تصمیم‌گیری‌های سیاست‏گذاران، برنامه‌ریزان و مدیران ذی‏ربط، می‌توان در راستای دستیابی به توسعه پایدار گام برداشت. http://rvt.agri-peri.ac.ir/article_125968_b45a90a7870ac42d75ebf950c84dceea.pdf
