چکیده

در چند دهه اخیر، جنگل‌های ناحیه رویشی زاگرس در معرض خطرات مختلف بوده و به‌ویژه در سال‌های اخیر، به‏شدت تخریب شده‌اند. امروزه، اهمیت مشارکت ذی‏نفعان محلی در راستای حفظ و احیای عرصه‌‌های جنگلی در بین بخش‌های مختلف اجرایی و پژوهشی کشور بیش از پیش مطرح است. از این‏رو، تحقیق حاضر بر اساس روش ارزیابی‌ مشارکتی‌ روستایی (PRA) و به‌منظور ارزیابی مشارکت روستاییان در فرآیند برنامه‌ریزی و مدیریت منطقه جنگلی بانکول استان ایلام اجرا شد. در این راستا، داده‌های تحقیق با استفاده از ابزار‌های بارش افکار، بحث گروهی و پرسشنامه نیمه‌ساختاریافته جمع‌آوری شد. سپس، با استفاده از روش‌های سوات (SWOT) و فرآیند تحلیل شبکه‌ای (ANP) نسبت به ارزیابی عوامل و اولویت‌بندی راهبردهای مورد نظر اقدام شد. جامعه آماری تحقیق شامل سه روستای واقع در منطقه جنگلی بانکول بود. در تحقیق حاضر، با استفاده از روش SWOT، ضمن شناسایی نقاط قوت و ضعف (عوامل داخلی) و فرصت‌ها و تهدیدها (عوامل خارجی)، هشت راهبرد مدیریت مشارکتی منطقه جنگلی بانکول تدوین شد که از آن میان، راهبردهای محافظه‏کارانه (واگذاری مدیریت عرصه‌های جنگلی به بهره­برداران و توسعه تعاونی­های بهره­برداری از جنگل) به عنوان راهبردهای برتر با مجموع 212/0، راهبردهای رقابتی (تجهیز مردم محلی به وسایل اطفای حریق) با مجموع 165/0، راهبردهای تهاجمی ( توسعه مشارکت‌های مردمی و گروه‌های همیار سبز و توجه بیشتر به آموزش بهره‌برداران) با مجموع 116/0، و راهبردهای تدافعی (مدیریت چرا و کنترل ورود و خروج دام به عرصه‌ها، توقف توسعه کارخانه سیمان و جلوگیری از کشاورزی در جنگل) با مجموع 098/0 به عنوان راهبردهای بعدی انتخاب شدند.

Over recent decades, forests of Zagros vegetative area have been exposed to various dangers and severely destroyed in recent years. Today, the importance of local stakeholders’ participation for the preservation and regeneration of forest areas is inxreasingly evident in diferrent executive and research administrations. Therefore, this study was accomplished based on Participatory Rural Appraisal (PRA) method and for the evaluation of the rural people's participation in the planning and management process of the Bankoul forest area in Ilam province of the country. Research data were collected through techniques such as brainstorming, group discussion and semi-structured questionnaire. Then, using SWOT and ANP methods, the factors were evaluated and the strategies were prioritized. The statistical population consisted of three villages in the studied area. In this study, using the SWOT method, first, strengths and weaknesses (internal factors) and opportunities and threats (external factors) were identified; then, eight participatory management strategies of the Bankoul forest area were formulated, out of which conservative strategies (the assignment of forest areas management to beneficiaries and the development of exploitation cooperatives from forest) with a total score of 0.212 were selected as superior strategies. In addition, competitive strategies with 0.145, offensive strategies with 0.116, and defensive strategies with 0.098, were placed in the next ranks, respectively.
